David R. Harris is the Deputy Assistant Secretary for Human Services Policy at the U.S. Department of Health and Human Services. He leads the Office of Human Services Policy in the Office of the Assistant Secretary for Planning and Evaluation (ASPE).

About the Lecture

Harris shares reflections from his six months as Deputy Assistant Secretary for Human Services Policy. Specific issues include: (1) opportunities and challenges emerging from the significant emphasis on evidence-based policy, (2) recognition of the critical challenges that such factors as incarceration and male joblessness present for antipoverty policies, and (3) the need to inform the public about levels, causes, and experiences of poverty in the U.S.
