Throughout this course we will explore the key characteristics of and tensions related to intergovernmental agreements, examining how various forces shape the nature and extent of collaborations. Students will apply this learning to an emerging intergovernmental partnership opportunity in southeast Michigan, collectively producing a consulting report to the potential parties, recommending how the instrument (e.g., contract, authority, merger) should be constructed and governed. The course will involve direct engagement with regional public officials, significant readings and both reflective and analytical writing.
