Topics in Public Policy. The course will focus on a selected topic in domestic or international policy. Topics will vary from term to term. In Fall 2007, the topic will be Congress and State Legislatures: Effective or Outmoded? The instructor will be Joe Schwarz. Class Description: Is Congress too partisan? Can Congress fulfill its legislative and oversight functions? Do the executive and judicial branches effectively control public policy formulation? Have the State Legislatures become the true "laboratories of democracy"?
