At the core of human security are specific answers to security for whom, from what, and by what means.  Its fundamental assumptions are:  (a) That the individual is one of the referents for security; (b) That the security of the individual or the group is subject to a variety of threats; (c) There is a possible tension between the security of the individual and that of the state.
