In addition to serving on the faculty at Johns Hopkins University, Laurence Ball is a research associate of the National Bureau of Economic Research and a visiting scholar at the International Monetary Fund. He will make the provocative argument that the Federal Reserve had the legal authority to rescue Lehman Brothers. If the Federal Reserve had done so, the ensuing financial crisis and recession could have been less severe.
