Data from the Center for Local, State, and Urban Policy's (CLOSUP) latest Michigan Public Policy Survey (MPPS) report was cited in a Center for Michigan article, "'Shadow tax cut' deepens local budget crises."
The October 2011 MPPS report found that fiscal stress continues to be a widespread and significant problem for local governments across Michigan. According to the article's author, a $900 million drop in property tax revenue is partially to blame for the stresses felt by local governments.
