In the past, when the Republicans [directed redistricting] – and if the Democrats would’ve done it, they would’ve done the same – is to, you know, protect your own party people, try to pick off some of the other party people, pack your opponents’ party into districts where they win with 87% of the vote, and try to get the rest of the districts yourself."
