Susan D. Page, History Podblast: Right now you do have the Sudanese military that is de facto in part in charge, and they are fighting the other wing of the military. Paramilitaries have had a long history in Sudan. President Bashir allowed them to rise and to take a lot of power so that the military didn't have to be so bogged down in Darfur." 

The powers in the region don't want it to become another Yemen, another Libya, and that is the great fear.
