Deardorff says a "10% or 20% tariffs on all imports from everywhere," would "not by itself target or avoid startups," however, Trump is likely to make exclusion for those who are effected and have a lot of economic power to influence his decisions. Startups on the other hand, Deardorff says, will not be powerful enough to protect themselves.
