Javed Ali, Ford School professor talked on the rhetoric Russia has deployed, he says the war in Ukraine "is a ground war that's a stalemate, and it's a war of attrition, and now it's the battle of wills." But he says, the "really provocative statements are more designed for internal audiences in Russia than they are for NATO countries." With the change in US administrations, Ali says "I don't think he [Putin] wants to be overly escalatory.”
