An executive order called "Schedule F," seeking to fill federal jobs with political appointees, is on the horizon under a Trump presidency. Donald Moynihan warns that Schedule F "will reduce the capacity and performance of the federal government... Second, it will enable democratic backsliding or anti-democratic behavior to become more common. Schedule F would be a bad idea under any president, Democrat or Republican, but I think it would be an especially bad thing under a president who has shown authoritarian tendencies. Much of Trump’s disdain for the deep state is he wants to do things that are often skirting the law or illegal.”
