Trump new federal worker classification an unnecessary politicization: Moynihan

July 19, 2025

President Donald Trump signed an executive order that establishes a new classification of federal workers in policy-related roles who are not career civil servants called “Schedule G.”

A White House fact sheet said, that “creating Schedule G facilitates appointments of non-career federal employees who will serve temporarily and implement the policy agenda prescribed by the American people through our elections.”

Ford School professor Don Moynihan told FedScoop “One point of confusion is why this is necessary... The President can already make lots of appointments via the Schedule C route. This may be a way of pushing more appointments to the most senior levels of government, with a higher pay category beyond what Schedule Cs are typically paid.”

Further, he told Government Executive  the executive order was the president’s latest effort to strip career experts of influence within federal agencies. The order “opens space at top ranks of government for Trump loyalists as policymakers, with no limit on hires," continuing a pattern of politicization.
