The students worked with PACENation on policy research and recommendations regarding a potential residential PACE program in Michigan.

Two students partnered with District 6 City Council Member Gabriela Santiago-Romero to provide policy recommendations regarding the processes for dealing with dangerous buildings within Detroit. The students gathered and synthesized information about local demolition practices in Detroit. NC3 is a national organization that advocates for changes in policy and practice to open opportunities to small-scale investors. NC3 is motivated by the idea that democratizing investing benefits businesses, investors, and communities. To help create a knowledge base of best practices, successes and failures, students conducted in-depth case studies of local investments from across the U.S., developed an evaluation methodology and used it to analyze the cases, and wrote a report that will be used as background information at the National ComCap Conference in Detroit in Spring 2019.

Four fellows provided research support for the Michigan League of Conservation Voters and the office of State Senator Rosemary Bayer to improve a bill (SB 429 of 2021) that was introduced in the Michigan Senate to update regulations on the mining of aggregate materials (e.g., sand, gravel, stone, clay). The Ann Arbor City Council asked the city’s CFO to recommend a new approach to the city’s budgeting process that would better engage citizens and produce a budget that is more responsive to their preferences. Students conducted research on best practices in peer communities, interviewed key informants and stakeholders, and made recommendations to the CFO.

The Hamtramck Practical Community Learning Project (PCLP) team had three specific objectives: design a one-page resource guide informed by research and merchant focus groups; develop a database of small business resources from local, state, and federal partners; and assist the Hamtramck Community and Economic Department (CED) team in facilitating a city-wide merchant meeting. The research fellow investigated the likely impacts of adopting a nonpartisan primary with ranked choice voting in Michigan at the request of the Michigan Consensus Policy Project (MCCP). The MCPP is a bipartisan working group of former state officials that seeks to identify nonpartisan solutions to the state's most pressing problems.

The students developed a water infrastructure asset map that identifies stakeholders, agencies, and updates at every level of government that impact the area. Final deliverables also included information about funding opportunities for infrastructure repair from philanthropy and federal sources

The students worked with Voters Not Politicians (VNP) to create a video to raise awareness of Communities of Interest (COIs) to engage historically underrepresented and marginalized communities in the redistricting process.  The video is being used in VNP’s public engagement work. 

This project examined the connection between schools and the juvenile justice system that creates barriers to diversity, equity, and inclusion.

Students supported the development of a Climate Health Agenda for the eastside of Detroit through policy research, working with government departments at various levels, and utilization of project management skills.

In support of the city of Ann Arbor's A2Zero initiative to "achieve a just, community-wide transition to carbon neutrality by 2030,” - Ford School MPA and MPP students provided a presentation and research report with potential policy solutions to combat green gentrification displacement (GGD) that could threaten the Bryant neighborhood. The students worked with Detroit Hives to establish Detroit as an office Bee City.  They prepared the official application to Bee City USA and laid the groundwork for the passage of a Detroit City Council resolution.

The student worked with Fund MI Future to help compile local property tax votes in Michigan to help identify policy opportunities to tip the State’s fiscal landscape to be more supportive of poor and middle-income communities. The research focused on what margin millages and millage renewals from 2012-2022 passed or failed and for what the millage was raising revenue.

The students’ research helped in the development of a policy agenda that the Detroit Regional Chamber can use to champion providing educational opportunity for low-income adults.

Impact investing is the practice of investing to both seek a financial return and create tangible social or environmental benefits. It is a tool that is emerging in philanthropy providing foundations new ways to use their capital more effectively and create social impact while possibly gaining a financial return or return on capital. The goal of this project was to support the Council of Michigan Foundations’ (CMF) efforts to provide impact investing education and resources for the CMF community of philanthropy. The University of Michigan Alumni Association’s Camp Michigania started a master / strategic planning process. Students conducted research and benchmarking with other alumni family camps and similar programs and facilities. Students undertook the following, including but not limited to: information gathering including internet research, phone interviews, focus groups, site visits, data analytics and demographic analysis. Recommendations and background research were shared with Master Planning Stakeholders.

The team provided a framework and guide for future policy makers enrolled in the City of Detroit’s Executive Leadership Program. The presentation is divided into three categories: policy making process, influences on the policy making process, and limitation on influences/ethics.  There are six steps identified in the policy making process: proposing legislation; submitting legislation to City Council; public input; committee hearings; voting; implementation; and corporation council review. Two fellows were charged with researching current school policies throughout Michigan and the U.S. to identify best practices of reducing tobacco usage among student populations. The fellows were encouraged to identify policies that use a lesser or non-punitive approach in punishing offenders within a student body. Fellows used their findings to craft policy recommendations for current policies that could be adapted and provided research for the development of non-smoking/vaping social campaigns.

The project involved research and writing policy recommendations related to Michigan’s Task Force on Jail and Pretrial Incarceration to build the power of individuals and families to challenge the root causes of poverty, advance justice, and promote human development through neighborhood-driven community organizing and civic engagement.

Students partnered with the Michigan Urban Farming Initiative to create a toolkit to assist with grant applications, brought together knowledge on “agrihoods,” and collected information to improve property maintenance code enforcement.

During the Winter semester, students partnering with Detroit Public Schools Community District devised a list of best practices from nationwide districts on fostering gender inclusivity in schools. The recommendations include policy guidelines, student support, and resources for policy implementation. The policy draft includes student and staff rights, provides definitions for important, relevant terms, applies to staff members, and has a legal basis. This policy project is focused on displaced workers in Michigan. The students will provide research assistance looking at the effects of technology on middle skill workers, The research findings will be used to inform strategies for re-engaging workers displaced by technology.

The Port of Monroe, Michigan, is a municipally owned port, strategically located on the St. Lawrence-Great Lakes Seaway. In recent years, the port has taken an aggressive strategy towards the development of its facilities in order to compete as a major player in maritime shipping. The U.S. Customs and Border Protection (USCBP) has taken a very stringent approach to how the port handles international cargo, causing the port to miss several key opportunities. The Homeless Action Network of Detroit (HAND)’s core mission is to provide leadership to address homelessness in Detroit. One part of executing this mission involves advocacy to promote policies that increase affordable housing stock. For their deliverable, the team created a memo presenting an analysis of federal, state and local legislation relevant to HAND’s interest in the creation and maintenance of affordable housing stock in Detroit. During this projects, students supported the organization’s effort to prepare for grassroots-driven community and economic development.  They researched the development of the Virginia Park neighborhood by analyzing data sets and surveys spanning from 1976 to present day in order to address the needs of residents and outline a plan for future development.

This team of students partnered with the American Heart Association Department of Health Strategies to help develop recommendations for schools to use in developing tobacco policies.
