Susan Dynarski and coauthor David Deming from Harvard University published a new paper called "Into College, Out of Poverty? Policies to Increase the Postsecondary Attainment of the Poor." The paper, part of a forthcoming book called "Targeting Investments in Children: Fighting Poverty When Resources are Limited," reviews 17 studies on need-based programs aimed to get (and keep) students enrolled in college. The purpose of the paper and book is to determine the types of programs that are most effective at helping college-bound students.
