Ambassador Melvyn Levitsky spoke at a United Nations press conference on February 25, 2010 to discuss the 2009 annual report of the International Narcotics Control Board (INCB). The INCB, of which Levitsky is an elected member, is an independent body of experts responsible for monitoring and promoting the standards of drug control established by international treaties.
