Professor Barry Rabe, along with Christopher Borick from Muhlenberg College, writes opinion article for Orange County Register on the policy implications of fluctuating public opinion on global warming. Rabe and Borick explain that the last three years have seen a rebound in American acceptance of climate change, but that public willingness to pay for the types of efforts that are necessary to reduce carbon emissions remains minimal. They state:
"The particularly stark divide among Americans regarding their recognition of global warming and their unwillingness to pay for the solutions poses vexing policy challenges for the nation's leaders."
Rabe and Borick are co-directors of the National Survey on Energy and the Environment (NSEE), a formal partnership between the Muhlenberg Institute of Public Opinion at Muhlenberg College and the Center for Local, State, and Urban Policy at the Gerald R. Ford School of Public Policy at the University of Michigan.
