Rabe: Biden might face "classic tough choice" on international pipeline dispute

The Canadian government and corporate leaders are disputing Michigan Governor Gretchen Whitmer's plan to revoke the operating license of the Enbridge Line 5 oil line crossing that runs under the Straits of Mackinac. If the challenge is elevated, Biden is "not going to want to harm the Canadian relationship, but he’s also not going to want to constrain a state acting in its own environmental self-interest," said Barry Rabe.
