Biden has limited options on climate action - Rabe

President Joe Biden announced modest steps to combat climate change and promised more robust action to come, saying, “This is an emergency and I will look at it that way.” In El Mercurio (Chile), Ford School professor Barry Rabe outlined the president's options.

"President Biden continues to weigh options for moving climate policy forward through unilateral executive action.  This follows recent setbacks in the courts and in Congress.  But the slow pace of making decisions on options like emergency declarations reflect real limitations to what many of his options would entail in practice.  Presidential powers in these areas are rather limited, especially after recent court decisions come into play," he said.
