Levitsky says new Russian prisoner exchange unlikely soon

After one American was released from Russia in a prisoner exchange, another American—Paul Whelan from Michigan—remains in a Russian prison. Whelan's family expressed regret that he had not been included.

Some have argued that more sanctions against Russia would ease Whelan's release, but Ford School professor and former diplomat Melvyn Levitsky doubted that more sanctions on Russia would make a difference on this circumstance. 

"We’ve got pretty tough sanctions on them now as a result of Ukraine. What is left to sanction them on?" said Levitsky, who spent three years in Moscow during the Cold War.
