Barry Rabe, Ford School professor emeritus, said "states of the party that oppose that president have enormous ability to try to block or push back on directions that the president might want to go, especially if Congress can’t function or pass legislation." He foresees that Democratic-led states, will be a “major point of opposition” against the Trump administration.
