
Barry Rabe, Ford School professor emeritus, described how rhetoric around climate change has changed. He said, “About 20 years ago, you did not see the kind of cultural tensions over climate" like we do today. He used Pennsylvania’s gubernatorial race as an example, saying “Josh Shapiro, who was the attorney general, ran a very kind of careful, clean energy economic diversification platform,” however, “He would occasionally use ‘the C word’ but wouldn’t go anywhere near very specific commitments."
