Biden is following the trends of past presidents with late executive orders, Hanson argues

Speaking with ABC News, the Ford School's Jonathan Hanson claims past presidents have historically implemented executive orders right before passing the torch, as President Joe Biden has done. "This is pretty typical. Trump is just complaining about it louder... On the face of it, it's pretty standard. Biden is not doing anything unusual compared to other presidents. It's the normal course of things for decades."
