The Ford School's Don Moynihan was quoted in an article on Politico, discussing the Trump administration's goals for the federal workforce. Moyihan said the administration is working toward reaching "A completely ‘at-will' workforce. ... I think the administration is going to push the unitary executive idea as far as it can, and all of the signals it has been getting from the Supreme Court is to push further and push faster."
The administration will pursue this goal, pushing the argument that the civil service is a constraint on the President's ability to manage the executive branch.
"What that signals is a growing sense of confidence on the part of the Trump administration that they can swing for the fences when it comes to taking on the civil service system," Moynihan said.
