Through the prism of the past, this talk analyzes the future of Great Lakes water diversion schemes, which now rests on the Great Lakes Compact released by the eight Great Lakes governors in December 2005.

That cannot go on indefinitely. We will need at least to stabilize debt as a share of GDP, and we may decide to push debt back down toward the share of GDP it represented during the past several decades.
