Charles Shipan, the J. Ira and Nicki Harris Professor of Social Sciences, received the 2025 American Political Science Association (APSA) Public Policy Section's Excellence in Mentoring Award. The award recognizes a senior scholar who advances “the career of emerging political scientists in the field of public policy.” Ford School professor Rick Hall was honored with the same award in 2021.
Shipan is a professor in the Department of Political Science and a professor (by courtesy) at the Ford School of Public Policy. He is the author or co-author of Why Bad Policies Spread (and Good Ones Don't), Deliberate Discretion?, Designing Judicial Review, and The U.S. Congress. In addition, he has published dozens of articles and book chapters on political institutions and public policy. For his research, he has received the Herbert Simon Award, the Deil Wright Award, the Richard Fenno Prize, the William Riker Award, and several other honors. In addition, he has received numerous awards for his teaching and his mentorship of undergraduate and graduate students, including the Southern Political Science Association’s inaugural James Garand Outstanding Mentor Award in 2023.
Before his time at Michigan, Shipan taught at the University of Iowa and held positions at the Brookings Institution, the London School of Economics and Political Science, and other prestigious organizations.
